Will plinths cope with Brisbane storm runoff?

Concrete plinths are unaffected by water, which is exactly why they replace the bottom of the fence as the ground-contact element. Site drainage still matters for the fence and any wall above, so keep runoff paths clear rather than damming water against the boundary.
